    The Speaker

    John V. Elmore serves as senior trial counsel and managing attorney of the Buffalo office of Brown Chiari. Mr. Elmore handles serious personal injury matters and criminal defense. Mr. Elmore has 25 years of trial experience in New York State and federal courts. He is a former New York State Trooper, Manhattan Assistant District Attorney, and New York State
    Assistant Attorney General. Most recently, he was a partner with the law firm of Harter, Secrest, and Emery, LLP, where he represented the City of Buffalo in the $1 billion school reconstruction project.

    A native of Olean, New York, Mr. Elmore has successfully tried some of Western New York's most high profile criminal and civil cases. He was one of the first attorneys in Western New York to be qualified to handle death penalty cases.

    The Workshop

    Over the past two decades law enforcement has been the subject of intense public scrutiny, with the litigious condition of society having been a key factor. Consequently, law enforcement personnel must have a working knowledge of the developing laws relating to police civil liability and discipline; what they can be held accountable for; how to make assessment of particular levels of risk exposure. Information will include overview of legal developments in liability for government entities; tort law and the police; use of force; false arrest; malicious prosecution; search and seizure; duty to protect/public duty doctrine; qualified immunity; high speed pursuits

    Who Should Attend?

    Line, staff and administrative officers working in assignments for Community Policing Programs in any of the following types of agencies: Municipal Police Depts.; County Police/Sheriffs; State Police Depts.; Campus Police/Safety/Security; Federal Agencies; Transit/Port Authorities; Housing Police; School Resource Officers; Correctional Officers. As well, the staff and leadership of community organizations are welcome to attend. Workshops (except for those restricted to Members Only) are open to all law enforcement personnel.
